I think there has to be a balance.They are both equally important to me.I mean whats the point of being safe when you can't do anything.Whats the point of being free when your not safe.For example to much freedom and someone can kill you.To safe and you get your back whipped for throwing gum.There has to be a balance between the two.

Exactly! There needs to be a solid balance between the two concepts. Too much freedom leads to anarchy and too much safety gives the government too much power.
